CONSIDERATION OF GRANT OF EASEMENT E-2021-67 TO OKLAHOMA GAS AND ELECTRIC COMPANY FOR RELOCATION OF UNDERGROUND FACILITIES FOR IRVING MIDDLE SCHOOL AND RECREATION CENTER.

BACKGROUND: Irving Middle School and Recreation Center is located in east Norman off of Vicksburg Ave., south of Alameda St. Oklahoma Gas and Electrical Company (OG&E) has overhead and underground utilities on the north side of the Irving Middle School and Recreation Center property. This line has been in existence since the 1970’s. OG&E was recently asked by the Public Works Department to relocate the underground portion of the line to a deeper depth due to a new road being constructed around the school that crossed over the existing line. A portion of this line crosses through a piece of property owned by the City of Norman. Research on this project has shown that an easement for the line was never obtained from the City of Norman when it was originally installed. Relocation of the line has already been completed by OG&E.
The proposed line has been surveyed and a description of the easement appears on Exhibit “A”, and a drawing showing the pathway of the line on Exhibit “B”.
DISCUSSION: OG&E has prepared the necessary documentation to request the Grant of Easement. Park Planning and Public Works staff have reviewed the proposal and determined that the granting of this easement is appropriate and will not interfere with any current or planned future development of this site or adjacent streets.

RECOMMENDATION: It is recommended that City Council approve the Easement Number 2021-67, a Grant of Easement to OG&E.
