K-1415-2: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE BOARD OF CLEVELAND COMMISSIONERS, CLEVELAND COUNTY, OKLAHOMA, FOR A COOPERATIVE INTERLOCAL AGREEMENT FOR THE MAINTENANCE, CONSTRUCTION, AND REPAIR OF SECTION LINE ROADS WITHIN THE CITY OF NORMAN THROUGH JUNE 30, 2015.

BACKGROUND: Contract No. K-1415-2 is an Interlocal Agreement between the City of Norman and the Board of Cleveland County Commissioners whereby cooperative roadway maintenance and construction activities are performed in the City of Norman. The Board of Cleveland County Commissioners has sent the agreement for approval in their next meeting, this is a continuation of previous agreements. Cleveland County District No. 1, Commissioner Rod Cleveland, provides assistance in rural west Norman; District No. 2, Commissioner Darry Stacy, provides assistance in rural east Norman; and District No. 3, Commissioner Rusty Sullivan, provides assistance in rural south Norman adjacent the City of Noble.
DISCUSSION: The County performs grading and graveling on approximately 5.8 miles of unpaved rural section line roads within the City of Norman. Approximately 145 miles of grading is annually performed by the County utilizing 1,600 tons of rock provided or purchased by the City. The County also provides labor and equipment to reconstruct and pave rural and urban roads. This agreement is a pivotal element in the City's 2010 Street Maintenance Bond Program for rural roads. By combining resources with Cleveland County, the City is able to improve considerably more miles of rural work.
RECOMMENDATION: Staff recommends approval of Contract No. K-1415-2.
