CONSIDERATION AND AWARDING OF BID 1516-12 FOR THE PURCHASE OF INLET FRAMES, GRATES AND CURB HOODS FOR THE STREET MAINTENANCE AND STORM WATER DIVISIONS.

BACKGROUND: The City of Norman Street and Storm Water Maintenance Program utilizes on a frequent basis inlet frames, grates and curb hoods in storm system installations. Quantities of the materials purchased annually vary depending on individual project scope and unscheduled repairs and maintenance activities. A total of 77 inlet frames, grates and curb hoods were purchased in FYE 2015.
DISCUSSION: Bids were sent to seven vendors and Bid 1516-12 was opened on September 10, 2015 with three (3) bids received for inlet frames, grates and curb hoods. Those not submitting bids chose not to participate. The average unit price of the materials has decreased 7.84% from the 2015 bid price. If approved, the purchase contract for the materials is effective through October 31, 2016. Funding for inlet frames, grates and curb hoods is provided in General Fund accounts for regular maintenance and operation and in Capital Fund accounts for capital projects.

Street Division (010-5021-431.33-99) Other Construction Materials - $ 53,000
Storm Water Division (010-5022-431.33-99) Other Construction Materials - $ 29,000
Capital Improvement Projects FYE 2016 (050-9906-451.63-01 Force Account Drainage - $40,000
RECOMMENDATION: Staff recommends BID-1516-12 be awarded as follows:
Sections 1 through 4, 6A, and 7 - Oklahoma Contractor’s Supply as the low bidder and Ferguson Water Works as the alternate bidder.
Sections 5 and 6B - Ferguson Water Works as the low bidder and Oklahoma Contractor’s Supply as the alternate bidder.
An alternate bidder is used to provide materials when the primary bidder cannot deliver it.
