AMENDMENT NO. ONE TO CONTRACT NO. K-1213-86: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND FREESE & NICHOLS INCREASING THE CONTRACT AMOUNT BY $20,595.84 FOR A REVISED CONTRACT AMOUNT OF $320,595.84 TO PROVIDE ADDITIONAL CONSULTANT SERVICES FOR THE DEVELOPMENT OF A COMPREHENSIVE TRANSPORTATION PLAN FOR THE CITY OF NORMAN AND BUDGET APPROPRIATION FROM THE CAPITAL FUND BALANCE.

BACKGROUND: On November 13, 2012, City Council approved Contract No. K-1213-86 with Freese & Nichols for the development of the City's first Comprehensive Transportation Plan (CTP). The $300,000 contract provided a framework for the development and implementation of an efficient and comprehensive transportation system within Norman and its extraterritorial jurisdiction. Freese & Nichols performed exceptionally well throughout the program. City Council adopted the CTP on May 13, 2014.
DISCUSSION: The timing of the Comprehensive Transportation Plan process, as it related to a very active Capital Improvement Bond Program with eight major transportation projects, presented some opportunities and challenges to City staff and the design team. In order to fully assess the traffic impacts on the City's transportation network, Freese & Nichols provided support services to the City for review of alternative design concepts for the West Lindsey Street Bond Project as they related to the CTP. In addition, Freese and Nichols provided additional services related to the Center City Visioning Process and particularly to the Main Street One-Way/Two-Way discussion. These services were not included in the original contract with Freese & Nichols.
Specific services included:
1. Attendance at community meetings in June-September, 2013.
2. Coordination of the CTP study team for travel forecast modeling of the alternative design concepts into the sub-area travel forecast model's "Existing plus Committed" model scenario.
