Body

BACKGROUND: The City of Norman is a designated recipient for U.S. Department of Transportation (USDOT) federal grant funds under 49 U.S.C. § 5307, Public Transit Systems in Urbanized Areas; and 49 U.S.C. § 5339, Bus and Bus Facilities. The City of Norman must file annual grant applications with the Federal Transit Administration (FTA) for these funds and provide the necessary assurances of compliance with federal laws.

 

DISCUSSION: Subject to funding from Congress, the FTA annually allocates funds to assist transit agencies in the United States. The City of Norman is the designated recipient of FTA funds for the Norman Urbanized Area but has to submit, execute, and file grants annually to receive the federal funding. In FYE 2020, the City received $2,008,340 in grant funds for the operation of the City bus transit system, EMBARK Norman. In addition, the City of Norman must comply with federal regulations and laws in order to receive the funding.

 

Resolution R-2021-37 authorizes the City Manager or his designee to submit, execute, and file grant applications to the FTA and to set forth and execute policies in connection with the programming of projects, budgets, and procurement needs.

 

RECOMMENDATION: Staff recommends approval of Resolution R-2021-37.
