SUBMISSION AND ACKNOWLEDGMENT OF RECEIPT OF THE WASTEWATER OVERSIGHT COMMITTEE ANNUAL REPORT AS OF JUNE 30, 2015.

BACKGROUND: On November 13, 2001, the City Council and the Norman Utilities Authority (Council, NUA) approved Resolution R-0102-55, establishing a Citizen’s Oversight Committee. The purpose of this “Wastewater Oversight Committee” is to ensure that “the voter-approved sales tax, excise tax and maintenance fee are spent in accordance with the ordinances approved in the August 14, 2001 election.” The makeup of the Committee was amended by Resolution R-0102-55 to establish a Chair elected by the membership of the Committee. The enabling resolutions direct the Committee to prepare an annual report for the Council/NUA and the public to discuss the expenditure of the funds authorized by the August, 2001 wastewater referenda over the previous fiscal year.
DISCUSSION: The Wastewater Oversight Committee met periodically throughout fiscal year 2014-2015 (FYE 15) and reviewed the Council/NUA actions related to the expenditure of the authorized funds. The FYE 15 Annual Report focuses on the progress of projects in the City’s Wastewater Master Plan. According to Resolution R-0102-55 approved in February of 2002, “the Committee shall cease to exist when the projects specified for constructions with the voter approved one-half (1/2) cent sales tax have been completed.” With the last of the Sewer Sales Tax funds spent and the projects completed, the Committee will now be disbanded.
RECOMMENDATION: It is recommended that the Council/NUA accept the Wastewater Oversight Committee’s Annual Report for fiscal year 2014-2015 and acknowledge the disbandment of the Committee.
