Body
BACKGROUND:  The fiscal year 2012-2013 (FYE 2013) Public Safety Sales Tax Fund budget included funding to renovate the Joe Smalley Center for City of Norman use as the Police/Fire Investigations Facility.  On July 9, 2013, the City Council awarded a construction contract (K-1213-195) for the renovations to Downey Contracting, L.L.C.  The renovation project anticipated the need for a building access control system for managing external access to the building and internal access control within the building.

DESCRIPTION:  Funds for this purchase are available in the Smalley Center Renovations Project, Construction (account 050-9540-419.61-01; project EF1001).  Staff of the Information Technology Division solicited quotes for a networked building access control system, necessary software, and installation.  Responses were received from three qualified vendors:

RFIP Security, of Oklahoma City, Oklahoma ($27,088.64)
Johnson Controls, of Oklahoma City, Oklahoma ($30,492.00)
Convergint Technologies, of Oklahoma City, Oklahoma ($33,514.17)

RFIP Security was selected as the lowest and best quote.  The total cost of the RFIP Security contract is $27,088.64.

RECOMMENDATION:  It is recommended that City Council approve the contract and adopt the resolution granting tax-exempt status for the system purchase.
