CONSIDERATION OF ORDINANCE NO. O-1314-30 UPON SECOND AND FINAL READING: AN ORDINANCE OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, AMENDING SECTIONS 13-108, 13-702, AND 13-1702 OF THE CODE OF THE CITY OF NORMAN TO REMOVE THE LICENSING REQUIREMENT FOR JOURNEYMEN AND RELATED FEES; AND PROVIDING FOR THE SEVERABILITY THEREOF.

BACKGROUND: Since the mid-1970's, Norman has required licenses before certain permitted work was allowed to be performed within Norman. These licenses are subject to annual renewals and require a fee be paid. Sections 13-108, 13-702 and 13-1702 require these license fees for journeymen. Title 11, Section 22-106(D) of the Oklahoma Statutes no longer allows municipalities to levy or collect such a fee or tax on a licensed journeyman or apprentice. An ordinance amendment that would make the Code conform to 11 O.S. §22-106(D) was discussed at Council's Study Session on February 4, 2014. Staff now brings the ordinance amendment forward for Council consideration.
DISCUSSION: Ordinance No. O-1314-30 would amend Sections 13-108, 13-702, and 13-1702 of Chapter 13 by removing the requirement for licenses of journeymen and the fee for such licenses in accordance with 11 O.S. §106(D). All other contractor licenses, fees, and permits remain intact.
RECOMMENDATION: Staff recommends adoption of Ordinance No. O-1314-30.
