CHANGE ORDER NO. ONE TO CONTRACT NO. K-1213-65: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CENTRAL CONTRACTING SERVICES, INC., DECREASING THE CONTRACT BY $11,300 FOR A REVISED CONTRACT AMOUNT OF $362,540 FOR THE APPLE CREEK WATER LINE PROJECT AND FINAL ACCEPTANCE OF THE PROJECT.

BACKGROUND: The Apple Creek Water Line Project (WA0041) provides for replacement of about 2,800 feet of ductile iron (DI) waterline with C900 polyethylene vinyl chloride (PVC) in the Apple Creek Apartment area of Prairie Creek Addition. The DI pipe is not compatible with the acidic soil and is failing, causing extensive damage to driveways, streets, and yards.
On August 25, 2009, the Norman Utilities Authority (NUA) approved Contract No. K-0910-62 with Cardinal Engineering for on-call engineering and drafting services, and Contract No. K-0910-55 with Lemke Land Surveying for on-call surveying services. The waterline replacement design was performed by staff with the assistance of Cardinal Engineering and Lemke Land Surveying.
On May 26, 2013, the NUA approved Contract No. K-1213-65 with Central Contracting Services, Inc. in the amount of $373,840 for the construction of the Apple Creek Waterline.
DESCRIPTION: A final inspection was performed and construction was found to meet city standards on June 21, 2013. Final Change Order No. 1 decreases the contract amount by $11,300 from $373,840 to $362,540. The 3% decrease was due to adjustment of bid quantities to final quantities installed.
RECOMMENDATION: Staff recommends the NUA authorize the Chairman to sign Final Change Order No. 1 to Contract No. K-1213-65 with Central Contracting Services, Inc., to accept the Apple Creek Waterline project and authorize final payment in the amount of $18,127 to Central Contracting Services, Inc.
