BACKGROUND: On October 13, 2015, Norman citizens passed the Norman Forward Initiative; which will fund various projects through a 1/2% sales tax increase over 15 years. Included in the Norman Forward Initiative is a project to make improvements to Andrews Park. The majority of that project is to build a new skate park. The old "Blake Baldwin Sk8park" was built in Andrews Park in the early 2000's. It was an all-steel street course; the portable steel ramps were dis-assembled and re-located to some neighborhood parks, creating "Skate Spots" in Colonial Commons, Adkins' Crossing and Oak Tree South Parks.

In June of 2019, Council awarded a contract with American Ramp Company (ARC) as designer and builder for the new Blake Baldwin Skate Park. ARC held several community input meetings and worked with City staff and professional engineering consultant, Cabbiness Engineering, to create the new park that was constructed in the northeast corner of Andrews Park. During the input meetings, skaters and parents expressed the desire to add lights around the skate surface in order to allow for extended opportunities to skate. This would be desirable in both wintertime (when it gets dark earlier) and in summer (when the temperatures cool off around and after sunset).

DISCUSSION: On September 8, 2020 City Council approved Contract K-2021-48 for the Norman Forward Andrews Park Skate Park Lighting Project to Musco Lighting Inc. in the amount of $153,432. One partial payment was made in the amount of $98,745.

On November 4, 2020, City of Norman Parks and Recreation Staff inspected the lighting at the Skate Park and found it to be complete as per specifications. The ribbon cutting for the Park occurred on Saturday November 14, 2020.
