FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT K-1617-83 BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND FLINTCO, L.L.C., FOR THE NORMAN CENTRAL LIBRARY PROJECT.

BACKGROUND: The Norman Municipal Authority, in its meeting of April 25, 2017, approved Contract K-1617-82 with Flintco, L.L.C., in the amount of $25,858,000 construction of the Norman Central Library.
The 78,700 square foot (sq. ft.) Central Library includes:
• Adult space with 200 reader seats and 42 computer stations;
• Teen space with 24 reader seats and six computer stations;
• Children’s area with 102 reader seats, four early literacy reader alcoves and 2,000 sq. ft. Story Time Room;
• Public meeting room with seating for 300;
• Public meeting room with seating for 56;
• Conference room with seating for 20;
• Six collaborative study rooms;
• One shared staff/public meeting room for eight;
• Digital Classroom for 26;
• Mobile service approach and tablet lending services;
• Leadership in Energy and Environmental Design (LEED) Certified project, with native plants and grasses incorporated into the landscaping.
DISCUSSION: Construction began in May 2017 and substantial completion was reached in October 2019. The grand opening for the Norman Central Library was November 3, 2020.
There were a total of 25 change orders over the two and half year construction period totaling $1,135,724; less than 4.4% of the construction cost. The final contract amount is $26,930,724.
Construction activities associated with the Norman Central Library Project have been completed and all work meets specifications.
RECOMMENDATION: It is recommended that Norman Municipal Authority accept the project as complete and authorize final payment in the amount of $201,980.43 (account 51195507-46101, Project NFB016).
