Title
CONTRACT NO. K-1213-119: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CARDINAL ENGINEERING, INC., IN THE AMOUNT OF $47,100 TO PROVIDE ENGINEERING DESIGN SERVICES FOR THE HIGHWAY NINE WATER LINE RELOCATION PROJECT.
Body
BACKGROUND: On November 23, 2011, the City received a letter from the Oklahoma Department of Transportation (ODOT) informing the City of plans to perform construction on Highway 9 beginning just west of 24th Avenue SE and extending east along State Highway 9 for approximately 1.5 miles. In the letter, ODOT notified the City of it's responsibility to relocate City utilities in advance of construction.
On August 25, 2009 the Norman Utilities Authority (NUA) approved Contract No. K-0910-62 with Cardinal Engineering (Cardinal) for on-call engineering services. An RFP process was completed at that time. The basic design work for the Relocation of Utilities along Highway 9 is the type of project the on-call contract is meant to address. Since the estimate for the design work exceeds $25,000, a new contract with Cardinal is required.
DESCRIPTION: Cardinal has provided an estimate for design and construction administration services in the amount of $47,100 for the expected relocation work. The estimate is reasonable and in accordance with the terms and conditions of the on-call contract at the contract rates. The project (WA0191) has $153,577.50 available for the design work in Account # 031-9727-462.62-01.
RECOMMENDATION: Staff recommends the NUA approve Contract K-1213-119 in the amount of $47,100 with Cardinal Engineers for the design work for the Highway 9 Waterline Relocation Project.
