CHANGE ORDER NO. ONE TO CONTRACT NO. K-1314-52: BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND DOWNEY CONTRACTING, L.L.C., DECREASING THE CONTRACT BY $658 FOR A REVISED CONTRACT PRICE OF $258,962 FOR THE HIGHWAY 9 WATERLINE RELOCATION PHASE 2 PROJECT AND FINAL ACCEPTANCE OF THE PROJECT.

BACKGROUND: On November 23, 2011, the City received a letter from the Oklahoma Department of Transportation (ODOT) informing the City of plans to perform construction on State Highway 9, beginning just west of 24th Avenue SE and extending east along State Highway 9 for approximately 1.5 miles. In the letter, ODOT notified the City of its responsibility to relocate City utilities in advance of construction.
On November 13, 2012, the Norman Utilities Authority (NUA) approved Contract No. K-1213-119 in the amount of $47,000 with Cardinal Engineers for the design of the Highway 9 Waterline Relocation Project. On March 26, 2013 the NUA approved Amendment No. One to Contract No. K-1213-119 for the design of Phase 2 of the project which included an additional half-mile of 12-inch waterline to complete a looped system and provide a secondary water connection for businesses and residents of this area. Two easements were acquired for this construction.
On October 8, 2013, the NUA approved Contract No. K-1314-52 with Downey Contracting, LLC for the construction of the Highway 9 Waterline Relocation Phase 2 in the amount of $259,620.
Funds for this project were allocated in Waterline Relocation, Construction (account 031-9727-462.61-01; project WA0191).
DESCRIPTION: Construction was completed on January 9, 2014. A final inspection was performed and construction was found to meet city standards. Final Change Order No. One decreases the contract amount from $259,620 to $258,962, a decrease of $658. The decrease was due to adjustment of bid quantities to final quantities installed.
