CONSIDERATION OF ACCEPTANCE OF A GRANT IN THE AMOUNT OF $2,080 FROM THE OKLAHOMA OFFICE OF HOMELAND SECURITY TO BE USED BY THE FIRE DEPARTMENT TO PURCHASE SPECIALIZED EQIUPMENT TO SUPPORT THE RESPONSE CAPABILITY FOR COMMUNICATION WITH HEARING IMPAIRED RESIDENTS, APPROVAL OF CONTRACT K-1718-41, AND BUDGET APPROPRIATION TO PROJECT ACCOUNT.

BACKGROUND:  In June 2017, the Office of Emergency Management applied for and was approved to receive a grant from the Office of Homeland Security to purchase a UbiDuo device to support the response capability for communication with hearing impaired residents.

 

DISCUSSION:  During the Inter-Tribal Emergency Management Conference in 2016, the UbiDuo device was introduced to the participants. This device enables deaf/hard of hearing people to communicate with hearing people without any barriers. The UbiDuo is a two-screen, two keyboard electronic communication device. It is completely portable, wireless, and operates in real-time. This device will support community events and response efforts by allowing responders and case managers the ability to communicate immediately to a deaf or hearing impaired resident.

 

RECOMMENDATION:  It is recommended that City Council accept the grant, approve the contract in the amount of $2,080 under the Fiscal Year 2014-2015 Homeland Security Grant Program; deposit the funding into Other Revenue: Emergency Management Grant (account 022-0000-331.13-60) and appropriate funds into Minor Tools and Equipment (account 022-9508-422.36-10; project GF0075).
