CONSIDERATION OF APPROVAL OF AN APPLICATION BY THE CITY OF NORMAN FOR PASS-THROUGH SPONSORSHIP OF AN EMERGENCY SOLUTIONS GRANT IN THE AMOUNT OF $50,000 FOR THE SALVATION ARMY, A GEORGIA CORPORATION.

BACKGROUND:  The Oklahoma Department of Commerce (ODOC) has received $1,665,623 of Emergency Solutions Grant (ESG) Funds for fiscal year 2019-2020 (FYE 2020). Prior to 2013, all awards were required to be made to a Unit of Local Government or a Community Action Agency. From 2014 to present, any recipient that had successfully been awarded an ESG were not required to be sponsored. The Salvation Army has successfully administered an ESG award but it was prior to 2014. The decision to apply for funds with this funding cycle requires that their application be sponsored and administered by the City of Norman. Only one year of sponsorship is required.

 

Due to the timing of the Request for Applications and the deadline for submittal of the application in the OKGrants System, Council review of the application is not possible.

 

DISCUSSION:  The proposed application from the Salvation Army is in the amount of $50,000 to be utilized for emergency shelter operations, and is a reimbursable grant. Salvation Army will expend the funds and required match, and then provide documentation to the City of Norman for reimbursement. The City of Norman will be reimbursed by the Oklahoma Department of Commerce.

 

The application will be reviewed for completeness and accuracy by staff and the Continuum of Care prior to submittal.

 

If awarded, a contract between the Oklahoma Department of Commerce and the City of Norman will be executed in addition to a contract between the City of Norman and The Salvation Army, both of which will be brought back for City Council review.

 

RECOMMENDATION:  Approval for the City of Norman to sponsor the application for Funding for Emergency Solutions Grant Funding from the Salvation Army and administer the grant if awarded.
