CONSIDERATION OF A FINAL PLAT SUBMITTED FOR NORMAN PUBLIC LIBRARY CENTRAL ADDITION FOR PROPERTY GENERALLY LOCATED AT THE NORTHWEST CORNER OF THE INTERSECTION OF JAMES GARNER AVENUE AND ACRES STREET.

BACKGROUNDThis item is a final plat for Norman Public Library Central Addition, and is generally located at the northwest corner of the intersection of James Garner Avenue and Acres Street.  This property consists of one (1) lot on 7.33 acres.  This is the location of the City’s new Central Public Library.  City Council, at its meeting of April 25, 2017 adopted Ordinance O-1617-33 placing this property in the C-3, Intensive Commercial District.  Also, at its same meeting of April 25, 2017, City Council approved the preliminary plat for Norman Public Library Central Addition.  The City Development Committee at its meeting on July 7, 2017, reviewed and approved the program of public improvements, site plan and final plat for Norman Public Library Central Addition and submitted it to City Council for consideration.

 

DISCUSSION:  The public improvements required of this plat consist of interior water improvements for fire protection.  Also, storm water will be conveyed to a proposed underground detention facility. James Garner Avenue and Acres Streets will be constructed as a Norman Forward Capital Project.  Water mains adjacent to James Garner Avenue and Acres Street will be upgraded as part of the Norman Forward Capital Project.  Sidewalks adjacent to James Garner Avenue and Acres Street will be constructed as part of the Norman Forward Capital Project.

 

RECOMMENDATIONBased upon the above information, staff recommends acceptance of the public dedications, approval of the final plat and the filing of the final plat, subject to completion of public improvements.  The City Development Committee will ensure completion of all required public improvements and will recommend that the Mayor sign the final plat.
