CONSIDERATION OF A NORMAN RURAL CERTIFICATE OF SURVEY COS-2021-5 FOR HARMON ESTATES AND ACCEPTANCE OF EASEMENTS E-2021-39 AND E-2021-40.  (GENERALLY LOCATED ON THE SOUTH SIDE OF ROCK CREEK ROAD WEST OF 60TH AVENUE N.E.)

BACKGROUND:  This item is Norman Rural Certificate of Survey COS-2021-5 for Harmon Estates generally located on the south side of East Rock Creek Road approximately one-quarter mile west of 60th Avenue N.E. 

 

The property is located in the A-2, Rural Agricultural District.

 

Norman Rural Certificate of Survey COS-2021-5 for Harmon Estates was approved by Planning Commission at its meeting of October 8, 2020.

 

DISCUSSION:  There are a total of 2 tracts encompassing 59.70 acres in this certificate of survey.  Tract 1 consists of 10.01 acres and Tract 2 consists of 49.69 acres.

 

This certificate of survey, if approved, will allow one single family structure on each tract. Private individual sanitary sewer systems and water wells will be installed in accordance with the Oklahoma Department of Environmental Quality (ODEQ) standards.  There are existing water well and private sanitary sewer systems on Tract 2.  Fire protection will be provided by the City of Norman pumper/tanker trucks.

 

A 17’ roadway, drainage and utility easement in connection with East Rock Creek Road.  Also, a 20’ trail easement has been submitted adjacent to East Rock Creek Road.

 

RECOMMENDATION:  Based upon the above information, staff recommends approval of Norman Rural Certificate of Survey COS-2021-5, Easement E-2021-39 and Easement E-2021-40 for Harmon Estates.
