CONSIDERATION OF THE ACCEPTANCE OF A SAFE ROOM GRANT IN THE AMOUNT OF $1,019,975 FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) THROUGH THE STATE OF OKLAHOMA EMERGENCY MANAGEMENT HAZARD MITIGATION PROGRAM TO BE USED TO FUND A REBATE PROGRAM FOR NORMAN RESIDENTS WHO PREVIOUSLY SUBMITTED A REQUEST FOR FUNDING TO HAVE A SAFE ROOM INSTALLED AT THEIR RESIDENCE; APPROVAL OF CONTRACT K-1415-125; AND BUDGET APPROPRIATION FROM THE CAPITAL FUND BALANCE.

BACKGROUND: During 2011 the Fire Department Emergency Management Division applied for a safe room grant through the State of Oklahoma Emergency Management Hazard Mitigation Program. This program will fund a rebate program for citizens to have a safe room installed in their residence.
DISCUSSION: The grant was not funded at that time and was placed in a "wait" status due to lack of funding availability for the program. During May 2013, Oklahoma experienced an outbreak of storms that resulted in a Presidential Disaster Declaration and subsequently provided mitigation funding for Cleveland County. The City of Norman was notified the safe room application would receive funding and the application was updated and resubmitted. The Federal Emergency Management Agency (FEMA) approved the grant in February 2015 and in March 2015 and the City of Norman was notified the FEMA-4117-DR-OK, City of Norman, Individual Safe Room Reimbursement Project #023 was approved.
The grant total is $1,019,975; this includes $19,700.15 for temporary labor and administrative costs. The grant period is from February 2015 to February 2018. This grant will provide for approximately 406 citizens to participate in the program and receive a rebate of 75% of the cost of a storm shelter with the maximum rebate being $2500. 406 participants have already been identified as part of the application process and will be notified upon Council acceptance of the grant.
