BACKGROUND: In 1994, the City of Norman began collecting park development fees in the amount of $150 for every new residential building permit. The $150 fee is apportioned $75 to community park development and $75 to neighborhood park development. The neighborhood park portion of the fees must be spent on the neighborhood park in the area from which they were collected. The community park portion may be expended only at any of the six community parks (Andrews, Griffin, Reaves, Sutton, Saxon and Ruby Grant). There is a current balance of $14,625 in the Sequoyah Trail Neighborhood Park development account that is available for allocation at this time.

Also, the 2009 Norman Parks and Recreation Master Plan identified a list of needs for each park, which we have expanded on since that time. Based on the current evaluation of Sequoyah Trail Park and in response to feedback from local residents, one of the top priority items is to add a new pavilion at the park. The old gazebo was recently damaged beyond repair and removed by Park Maintenance crews. The new pavilion will be placed in a location more easily seen from the road near the front of the park. Other items on the list for upgrades to Sequoyah Trail Park will be taken care of when that park gets its turn with the NORMAN FORWARD Neighborhood Park Improvements Project funding in the coming few years.

DISCUSSION: At this time, staff is recommending the appropriation of Park Land Development funds for Sequoyah Trail Park in order to pay the majority of the costs associated with installing a new pavilion at the park. Any costs for this structure that are not covered by this fund appropriation will be paid from the annual Park Playground Equipment account available to the Parks and Recreation Department.
