RESOLUTION NO. R-1314-114: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, ADOPTING THE CLEVELAND COUNTY HAZARD MITIGATION PLAN.

BACKGROUND: The City of Norman is a participant in the Multi-Hazard Mitigation Plan for Cleveland County. Other members are: Cleveland County, Town of Etowah, Town of Lexington, City of Moore, City of Noble, Town of Slaughterville, Lexington Public Schools, Little Axe Public Schools, Moore Public Schools, Noble Public Schools, Norman Public Schools, Robin Hill Public Schools, University of Oklahoma, and the Moore Norman Technology Center.
The Federal Emergency Management Association (FEMA) requires counties, along with their participating members, to adopt a County Hazard Mitigation Plan. The Plan is also required to be updated and readopted every five years. Each participating member must readopt the Plan individually.
The Cleveland County Commissioners have funded the process of updating the Cleveland County Multi-Hazard Mitigation Plan. It was created by a third party vendor with input from participating members. City of Norman Staff submitted hazards and mitigation solutions that are included in the Plan.
DISCUSSION: Staff has prepared Resolution R-1314-114 for Council's consideration. The Resolution includes information regarding the required adoption of the Plan in order to remain eligible for Hazard Mitigation Funding for the State of Oklahoma Emergency Management Association.
The Cleveland County Hazard Mitigation Plan is a nearly six hundred page document. For that reason, only Chapter One of the Plan is included with this item for Council's review. Chapter One includes information regarding the funding, purposes, scope, goals, point of contact, and other introductory materials for the Plan. A full copy of the Plan is available in the City Clerk's Office.
