BACKGROUND: On May 22, 2019, the Governor of Oklahoma designated the City to be the direct recipient of federal funds to be used for the provision of public transportation services effective upon the date the Federal Transit Administration (FTA) formally approves the City eligible to receive such federal funds. On June, 20, 2019, the FTA formally designated the City to be the direct recipient of such federal public transportation funds. On July 1, 2019, the City became the public transportation operator for Norman.

23 U.S.C. ? 134(a) and 49 U.S.C. ? 5303 require that federally funded projects in a metropolitan area be developed through a comprehensive, cooperative, and continuing transportation planning process with the State and public transportation operators.

In the past, the University of Oklahoma/Cleveland Area Rapid Transit (OU/CART) fulfilled this requirement as the public transportation operator for the Norman urbanized area within the Oklahoma City Area Regional Transportation Study (OCARTS) area.

DISCUSSION: Due to the City becoming the public transportation operator, there is a need to update the Memorandum of Understanding (MOU) between the metropolitan planning organization (MPO), State, and other public transportation providers in our metro area.
