BACKGROUND: During routine maintenance of the City of Norman's stormwater infrastructure, Stormwater Maintenance Division staff identified cracks and other deficiencies in a concrete-lined channel liner located east of Vicksburg Court and south of Chalmette Drive (see attached map). Over the years, attempts to patch it have been made, but it ultimately reached the point where patching was no longer a viable option, and the liner needed to be replaced. Due to staffing constraints, contracting this work is the most efficient method to complete this project. In 2019, the Public Works Stormwater Division began working with Cardinal Engineering to develop plans and bid documents for replacement of this channel liner.

On March 24, 2020, City Council approved Contract K-1920-99 between the City of Norman and EMC Services, LLC, for furnishing of all labor and materials for the Vicksburg Channel Liner Replacement project for an amount of $393,070.

Construction activities associated with the Vicksburg Channel Liner Replacement Project were completed in October 2020.

DISCUSSION: This project was funded in the FYE 2020 Capital Fund. Total project costs for construction activities included removal and replacement of a concrete channel liner and chain link and stockade fencing. The total actual project cost is $496,315.

Change Order No. 1 to Contract K-1920-99 with EMC Services, LLC, is necessary to pay for furnishing additional labor and materials for replacing additional damaged channel liner, relocating several fences that were too close to the channel liner during construction, and removing several large trees.
