BACKGROUND: The Rock Creek Road Improvement Project will improve the remaining unimproved 1/2 mile of Rock Creek Road from Grandview Avenue to 36th Avenue NW. The project is included in the City's FYE 2014-2018 Capital Improvement Program. The project will enhance the existing roadway, improve the storm water system, provide ADA compliant sidewalks, construct on-street bike lanes and provide improvements to the Grandview Avenue intersection. There has been significant development in the area which has generated the need for the improvements.
On October 3, 2013, staff issued a Request for Proposal (RFP) for the engineering design of the Rock Creek Road Improvement Project. Sixteen (16) proposals were submitted to the Engineering Division from which five consultants were interviewed. On December 5, 2013 three staff members, along with two Norman residents, selected Freese and Nichols, Inc. of Fort Worth, Texas as the most qualified consultant to design the Rock Creek Road project.
DISCUSSION: In accordance with Section 19-602 B2(b)(c) of the City Code, there is a mechanism to defer public improvements if certain conditions are met. Section 19-602 B entitled "Deferral of Public Improvements" states, "The City Council, after recommendation from the Director of Public Works and the Planning Commission, may accept a final plat and authorize the issuance of building permits prior to the construction of such deferred public improvements required by the Code of the City of Norman in the following situations: (a) where incompatible grades exist; (b) where there are inadequate or lack of connecti...
