CONSIDERATION OF AWARDING OF BID 1617-30, APPROVAL OF CONTRACT K-1617-85 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND NASH CONSTRUCTION COMPANY IN THE AMOUNT OF $1,749,950; PERFORMANCE BOND B-1617-39, STATUTORY BOND B-1617-40, AND MAINTENANCE BOND MB-1617-36 FOR THE URBAN CONCRETE PAVEMENT REPAIR 2016 BOND PROGRAM, FYE 2017 LOCATIONS, AND ADOPTION OF RESOLUTION R-1617-65.

BACKGROUND: In the Norman General Obligation Bond Election of April 2016, voters approved the Street Maintenance Bond Program. All bond projects are to be completed in five years under the approved program budget of $25,000,000. Nine neighborhood additions with 25 locations on urban concrete streets were identified for the FYE 2017 program. A list of locations and associated maps are attached.

The project is funded in Urban Concrete Pavement-Bond, Construction (account 050-9393-431.61-01; projects BP0369 through BP0377). The total allocation for these projects is $1,827,000. Bid specifications and documents were advertised on January 18, 2017 and January 25, 2017. Six (6) paving contractors received a set of documents. If approved, the base bid for this project will complete the FYE 2017 locations in the Urban Concrete Pavement Rehabilitation portion of the 2016 Street Maintenance Bond Program.

DISCUSSION: The bid opening was conducted on February 9, 2017, and three (3) contractors submitted bids. The lowest bid in the amount of $1,749,950 was submitted by Nash Construction Company of Oklahoma City, OK. The low bid is more than the engineer's estimate of $1,692,470 by $57,480 (3.40% percent). The average of the three (3) bids is $1,856,563.33. Nash has previously worked for the City of Norman, and the firm received favorable references from other cities on similar projects. If approved, construction will begin on these projects in early April 2017 and be completed by the end of November 2017.
