K-1314-55, AND BUDGET APPROPRIATION.

BACKGROUND: The U.S. Department of Justice, FY 2013 Edward Byrne Memorial Justice Assistance Grant (JAG), announced that grant funds are available to the City of Norman and Cleveland County in the amount of $14,067. These entities are considered disparate jurisdictions and therefore are required to share grant funds based on a United States Department of Justice formula that includes population crime statistics and other law enforcement related data. Norman's share of the award is $12,067 with $2,000 to Cleveland County.

DESCRIPTION: It is the intention of the Norman Police Department to use their share of the awards for training and to purchase computer and monitors for the Police Command Vehicle and bicycle team equipment.

RECOMMENDATION NO. 1: A public hearing is required prior to the disbursement of grant funds and Staff recommends that a public hearing be conducted as required.

RECOMMENDATION NO. 2: It is further recommended that Council accept the grant funds in the amount of $14,067

RECOMMENDATION NO. 3: It is further recommended that Contract No. K-1314-55 be approved by City Council.

RECOMMENDATION NO. 4: It is further recommended that funds be deposited into account 022-0000-331.13-33 JAG Grant Revenue and those funds should be appropriated into and expended from the following accounts:

Training - Workshops and Seminars (account 022-6017-421.46-04; project GP0017), $5,920;
Computers and Monitors - Personal Computers (account 022-6017-421.53-02; project GP0017), $4,147;
