BACKGROUND: As a part of the FYE19 capital budget, the Norman Utilities Authority (NUA) approved the Interstate Drive Waterline (WL) Replacement project (WA0245). The project will replace deteriorated ductile iron (DI) pipe with C900 Polyvinyl Chloride (PVC) pipe. The existing DI pipe is not compatible with our acidic clay soils and is failing, causing water outages, water loss, un-necessary repairs to public and private property, and excessive maintenance demands.

The original project included approximately 7,500 feet of new PVC pipe located along Interstate Drive (west side of I-35) from Northwest Boulevard south to near River Oaks Drive, along Copperfield Drive from Northwest Boulevard south to Interstate Drive, along Northwest Boulevard between Interstate Drive and Copperfield Drive and an extension west into Springbrook Addition (see attached Interstate Drive Water Line Map).

On June 12, 2018, Request for Proposal RFP-1819-05 was distributed to consultants. On August 19, 2018, the review team selected Cardinal Engineering, LLC (Cardinal) of Norman as the most qualified consultant for the project. On February 26, 2019, the NUA approved Contract K-1819-72 (attached) in the amount of $90,400 authorizing design, bidding and limited construction management services for the project.

DISCUSSION: Design and surveying services were initiated in March 2019 and the initial design was submitted in May 2019. Additionally, the NUA was contacted by the management of Sooner Mall regarding water line replacements they were funding to alleviate water line breaks and resultant flooding in the Mall.
