MB-1314-86; AND RESOLUTION NO. R-1314-116 FOR THE NORMAN MUNICIPAL COMPLEX BUILDING A MECHANICAL RENOVATION PROJECT.

BACKGROUND: The FYE 2014 Capital Budget includes funding for the Building A Mechanical Renovation Project to replace the heating and air conditioning equipment in Building A. Redding Linden Burr Consulting Engineers provided engineering design services for the construction specifications for the project.
DISCUSSION: Building A is 17,000 square feet with a boiler chiller system and roof top unit system. The system has exceeded its useful life and requires weekly maintenance to keep it functioning. The project will include replacement of the entire HVAC system with the exception of the ductwork. It will be controlled by the same Automated Logic Control System currently used throughout the Municipal Complex, which will allow them to be monitored via computer from a remote location.
Bid documents and specifications for the project were advertised according to state law. Four potential bidders acquired plans and specifications and two attended the mandatory pre-bid conference held on May 15, 2014. Two (2) bids were received on June 5, 2014.
The low bid was received from Streets, L.L.C., of Oklahoma City, OK, in the amount of $647,576 for the base bid and adding an alternate for boiler replacement in the amount of $47,841 for a total bid price of $695,417, which is $88,919 less than the next lowest bidder. The preliminary estimate for the project was $725,000. The project is expected to be completed by February 2015. The contractor will be required to phase work during the project in such a manner that has the least amount of impact to the operations of the building, which will remain open throughout the project.
