CONSIDERATION OF ACCEPTANCE OF A GRANT IN THE AMOUNT OF $22,682.35 FROM THE OKLAHOMA OFFICE OF HOMELAND SECURITY TO BE USED BY THE FIRE DEPARTMENT TO EXPAND THE EMERGENCY MANAGEMENT PROGRAM AND TO PROVIDE EQUIPMENT TO THE ANIMAL WELFARE DIVISION FOR DISASTER PREPAREDNESS AND BUDGET APPROPRIATIONS TO THE GRANT PROJECT ACCOUNTS.

BACKGROUND: In October 2014, the Office of Emergency Management applied for and was approved to receive a grant from the Office of Homeland Security to support the Norman Citizens CORPS volunteer programs.
DISCUSSION: During October 2014, the Oklahoma Office of Homeland Security provided a notice of funding availability for local Citizen CORPS programs. Norman Emergency Management applied for and received approval for equipment needed by the Norman Emergency Response Volunteers and the Cleveland County Medical Reserve CORPS to expand the Emergency Management Program to support community events and disaster response. The grant allows for the purchase of several Quick Series publications for community outreach and education, a transit case, improved lighting systems and improved air handling system for a portable shelter previously purchased. This grant provides equipment to the Animal Control Division for the purpose of originating a Disaster Preparedness Program. This equipment includes uniform vests, camera, point to point radios and flashlights. Equipment to support operations include, feeding bowls, animal crates and foaming guns for cleaning.
RECOMMENDATION: It is recommended that City Council accept the grant in the amount of $22,682.35 under the FY2010 Homeland Security Grant Program; receipt into Other Revenue: Emergency Management Grant (account 022-0000-331.13-60) and appropriate funds as follows.
