CONSIDERATION OF THE NORMAN MUNICIPAL AUTHORITY'S ACCEPTANCE OF A GRANT IN THE AMOUNT OF $20,000 FROM THE OKLAHOMA DEPARTMENT OF ENVIRONMENTAL QUALITY TO BE USED BY THE SANITATION DIVISION TO PURCHASE ADDITIONAL RECYCLING POLYCARTS FOR THE NEW CURBSIDE RECYCLING PROGRAM AND BUDGET APPROPRIATION.

BACKGROUND: The City of Norman began offering curbside recycling services after Norman voters approved an additional mandatory $3 per month rate for those customers offered the new service in 2007. The initial five-year contract for curbside recycling service started in March 2008 with Waste Management, which included the pickup of eighteen (18) gallon bins with recyclables from single family dwellings in urban Norman. Recyclables under the contract with Waste Management included newsprint, magazines, office and mixed paper, phonebooks, soda bottles, aluminum, steel and tin cans, glass bottles and #1 - 7 plastics. Cardboard products, including corrugated cardboard, chipboard and boxboard were not acceptable under this contract.
DISCUSSION: The City recently approved a new five (5) year contract for recycling services with Allied Waste Services. Services under the new contract began August 5, 2013. Materials that can be recycled under the new contract include all the existing materials plus cardboard, cereal and cracker type boxes, paper milk cartons, plastic bags and kitchen cookware metals such as pots, pans, tins and utensils. With the collection of additional materials, the contract calls for the use of ninety five (95) gallon polycarts instead of eighteen (18) gallon bins.
The City recently issued a $1.62 million dollar bond for the purchase and distribution of over 30,000 ninety-five (95) gallon polycarts in advance of the new service beginning in August.
