BACKGROUND: During the FYE 2014 Capital Budget process, City Council approved funding for the Westwood Tennis Court Resurfacing Project for the Parks and Recreation Department. This project included cleaning, repairing surface cracks and low spots and completely resurfacing and re-striping all twelve tennis courts at the facility. The work is necessary in order to keep the facility in compliance with United States Tennis Association (USTA) standards of playability, which allows us to be awarded tournaments at Westwood. Over the past decade, Westwood has hosted several tournaments each year, up to and including regional qualifiers for U.S. Open play and the Missouri Valley Junior Nationals-all of which attract players from outside the city and state to Norman.
The courts at Westwood are maintained yearly through frequent inspections by the staff at the site so that minor wear and damage is discovered as soon as it develops. These are repaired through the annual maintenance budgets of the Parks and Recreation Department. However, all tennis facilities are inspected and rated by the USTA to determine how "fast" the surfaces play and use this to determine what grade the facility gets and what tournaments they qualify to bid on to host. At this point, the Westwood Courts are playing too fast to get the rating they have received in the past, due to the texture of the playing surface being worn out by excessive play. This cannot be repaired without a complete cleaning and application of a new layer of surfacing. This process also includes grinding low spots, filling any cracks and re-striping the surface, once the new top layer is applied.
