CONSIDERATION OF BID NO. 1213-1; CONTRACT NO. K-1213-1 WITH NASH CONSTRUCTION COMPANY, INC., IN THE AMOUNT OF $1,335,307; PERFORMANCE BOND NO. B-1213-1; STATUTORY BOND NO. B-1213-2; MAINTENANCE BOND NO. MB-1213-1; AND RESOLUTION NO. R-1213-1 FOR THE 2013 URBAN ASPHALT PAVEMENT REHABILITATION BOND PROJECTS.
ACTION NEEDED: Motion to accept or reject all bids meeting specifications; and, if accepted, award the bid in the amount of $1,335,307 to Nash Construction Company, Inc., as the lowest and best bidder meeting specifications; approve Contract No. K-1213-1 and the performance, statutory, and maintenance bonds; authorize execution of the contract; direct the filing of the bonds, and adopt Resolution No. R-1213-1.

BACKGROUND: In the Norman General Obligation Bond Election of March 2010, voters approved the Urban Asphalt Rehabilitation Bond Program. The Street Maintenance Bond Program is designed to repair and rehabilitate neighborhood streets throughout Norman. All bond projects are to be completed in five years under the approved program budget of $8,250,000. This FYE 2013 Project involves the deep patching, milling and repaving of 38 different neighborhood asphalt streets. A list and map of locations is attached.
The project is funded in Account No. 050-9401-431.61-01 as Project Nos. BP0345, BP0346, BP0347, BP0354 and BP0355. Bid specifications and documents were advertised on May 24, 2012 and May 31, 2012. Eight (8) paving contractors received a set of documents. If approved, the base bid for this project will complete the FYE 2013 locations in the 2010 Urban Asphalt Pavement Rehabilitation Bond Program.
DISCUSSION: The bid opening was conducted on June 14, 2012, and five (5) contractors submitted bids. The lowest bid in the amount of $1,335,307 was submitted by Nash Construction Company of Oklahoma City. The low bid is below the engineer’s estimate of $1,466,827.50 by $131...
