BACKGROUND: For the period May 5 through June 22, 2015, Norman experienced severe storms, tornadoes, straight-line winds and flooding. The City of Norman had tornado warnings, flooding, hail, power outages and large amounts of debris throughout the City. During this time, there was an immediate threat to lives, property and public health and safety, and FEMA Declaration OK-DR-4222 was approved.

DISCUSSION: During the stated period, the City of Norman responded to situations regarding severe storms, tornadoes, straight-line winds and flooding. Due to the nature of the response, the claim for FEMA reimbursement was divided into several project worksheets. The Police Department began implementing emergency protective measures by warning the public of risks and hazards through road closures and media notifications, performed search and rescue operations, and did wellness checks on individuals in areas where flooding and other damage occurred. Under FEMA Declaration Number FEMA-OK-DR-4222, the City of Norman was determined as an eligible applicant for reimbursement under Category B, Protective Measures. After completing the Project Worksheet for the Police Department, determination was made that $30,551.90 was the amount eligible for the application. FEMA processed the application based on a cost share basis of 75%-25%. The seventy-five percent reimbursable amount was $22,913.93.

On May 5, 2015, a tornado struck the northwest portion of the City of Norman. Severe straight-line winds and flooding caused additional damages during the May 5 through June 22, 2015 incident period. City-wide debris removal was required. Under FEMA D...
