CONSIDERATION OF THE PROPOSED FISCAL YEAR 2013-2014 CENTRAL OKLAHOMA MASTER CONSERVANCY DISTRICT (COMCD) BUDGET.
 
Body
This is an increase from last  year of about $631,000.  The two largest changes in the proposed budget are: 1) OKC water supply reserve, and 2) Preliminary Engineering for Reuse Project.
 
The OKC Water Supply Reserve is for $300,000 and is intended to provide a source of funds necessary in an emergency to purchase Atoka water from Oklahoma City's Atoka pipeline.  An item already included in the current budget is to build the physical connection to allow for this water purchase to enter Lake Thunderbird.  Eventually, COMCD would like to have about  a $1 million in reserve to purchase Atoka water during periods of drought.
 
The Preliminary Engineering for Wastewater Reuse is for $422,000 and will provide an engineering report to analyze the feasibility of using highly treated wastewater effluent from either Moore or Norman to augment Lake Thunderbird.  The engineering report will review existing water quality of the effluent, proposed water quality necessary, treatment techniques, environmental factors, cost alternatives, approximate size of the facility required and regulatory issues; submitted in a DEQ (Department of Environmental Quality) format.
 
The City of Norman's portion of total assessments including operations and maintenance are 43.8%.  Each City pays the power costs associated with pumping the water to each individual city.  Norman's assessment of the total COMCD budget is $1,574,070.88 an increase over last year of $274,555.74 or 21%.  
 
The proposed Fiscal Year 2013-2014 Central Oklahoma Master Conservancy District Budget has been submitted for City Council's consideration for acceptance.
