CONSIDERATION AND AWARDING OF BID 1516-26 FOR THE PURCHASE OF AGGREGATE BASE COARSE STONE AND FILL SAND FOR THE LINE MAINTENANCE DIVISION.

BACKGROUND: City forces use aggregate materials such as rock and sand daily to bed pipe and backfill excavations. This practice is in keeping with standards from the American Society for Testing Materials (ASTM), the Occupational Safety Health Administration (OSHA), the American Water Works Association (AWWA) and other professional organizations and complies with standards set forth by the City Engineer. Purchases will be made during FY2016.
The contract proposal for Bid 1112-61 was valid until June 30, 2012. The proposal language gave the City the option to renew another year at the same price or until 30 days after notice had been given by the City of its desire to terminate the contract. The present contract, Bid 1516-26, may be extended on a year-by-year basis (to a maximum of five years) at the unit bid price upon the agreement of all parties.
Section One of Bid 1112-61 was awarded to Bernie Mathes Trucking, Inc. for 1 1/2 inch aggregate base, and Section Two for fill sand was awarded to both Bernie Mathes Trucking, Inc. and to Bob Cunningham Inc. since both vendors bid the same unit price.
During the course of Bid 1121-61, the Line Maintenance Division purchased 13,000 tons of 1 1/2 inch aggregate base crushed stone and 9,000 tons of fill sand for construction projects and emergency repairs. The Division estimates that purchases under Bid 1516-26 will equal or exceed those made under Bid 1112-61.
DISCUSSION: Bid 1516-26 provides for competitive bids on the subject materials. Bids were opened on November 12, 2015. Bid packets were sent to five (5) vendors and bids were received from two (2) vendors. The low bid for Section I, 1 1/2 Inch Aggregate Base crushed stone was $15.10/per ton. The low bid for Section II - Fill Sand was $8.00 per ton.
