RESOLUTION NO. R-1516-58:  A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, ACKNOWLEDGING THE USE OF ZERO-BASE BUDGETING PRINCIPLES DURING THE PREPARATION OF PRIOR BUDGETS AND ENCOURAGING THE CITY MANAGER TO CONTINUE USING SUCH PRINCIPLES FOR THE BUDGET PREPARATION PROCESS THAT BEGINS ON JULY 1, 2016.

 

Body

BACKGROUND:  The City Manager received a request from three Council members that a Resolution be placed on the Council Agenda for discussion relating to zero-based budgeting.  Resolution R-1516-58 complies with that request and is being presented to City Council for discussion and possible action.

 

DISCUSSION:  After the request for the Resolution was received the matter was placed on the Finance Committee Agenda for discussion on November 12, 2015.  Following the Finance Committee meeting, City Staff worked with the three Council members to draft a Resolution that was consistent with their request.  The three requesting Council members, Castleberry, Lang, and Allison, agreed to the submission of the draft that is contained in the Agenda book on Thursday, November 19th.

 

RECOMMENDATION:  Resolution R-1516-58 is presented to Council for discussion and possible action.  Staff will be available to answer questions or provide additional information as requested.
