BACKGROUND: The City of Norman provides handheld radios to all City of Norman public safety personnel. All City owned radios were replaced with the Public Safety Sales Tax-funded Emergency Communications System project. The replaced handheld radios, chargers and batteries cannot be returned to the vendor as they are out of warranty and no longer supported by the vendor.

DISCUSSION: There has been a donation request from the Rural Fire Protection District 70 (Little Axe Fire Department) for any used handheld radios and other surplus equipment. Rural Fire Protection District 70 (Little Axe Fire Department) would issue the donated items to their volunteer Fire Department, who cannot afford to purchase the items. Section 8-301 of the Code of the City of Norman provides that "The City Council must declare surplus or obsolete any supplies, material, or equipment where the valuation exceeds one thousand dollars ($1,000) prior to the selling of such supplies, material or equipment." Section 8-302 states that all sales of surplus or obsolete supplies, materials and equipment must be made through competitive bidding at public auction unless the Council chooses by resolution to donate the supplies, material or equipment to other cities or non-profit agencies.

The City of Norman currently has thirty (30) used sets of handheld radios, chargers and batteries to donate. The current value for the used handheld radios, chargers and batteries is approximately $400 each, or $12,000 for all thirty (30) sets. These items are all used; none are eligible for return to the vendor.
