BACKGROUND: In March, 2003, the Cascade Estates Homeowners Association provided a 4.94 acre tract of land to the City of Norman to fulfill the Park Land Dedication requirements for their housing addition (see attached deed). That land has been developed over the past decade as Cascade Park. The park is an irregular shaped piece of land which has street frontage along Astor Drive, south of Tecumseh Road in the Cascade addition, as well as an area along Tecumseh Road between Astor Drive and 36th Avenue NW. The land along Tecumseh Road immediately east of Astor Drive is being developed as commercial medical properties, from the corner of Astor and Tecumseh Road-east to the point where the Cascade Park has frontage along Tecumseh Road.

DISCUSSION: In July of 2014, the Parks and Recreation Department was contacted by a Right-of-Way Agent from Oklahoma Gas and Electric Company (OG&E) to seek an easement along the property line that separates the park land from the private land that fronts onto Tecumseh Road (letter attached). The request is being made in order to provide a location for OG&E to provide underground service from Tecumseh Road to the back (south) side of the private property. The private side of the property line with the park has been graded and paved as a drainage flume, which is not amenable to underground electric service lines. OG&E's request is to gain an easement in the Cascade Park land as shown to allow for better access for installation and maintenance of electric service lines. The proposed easement and electric service lines do not interfere with any of the current or planned development activities in the park.
