In 1994, the United States Department of Housing and Urban Development (HUD) introduced the Continuum of Care (CoC) Planning Process to assist communities in developing a community based planning process that identifies, prioritizes, and works to meet the housing and supportive services needs of homeless individuals and families. The OK 504 Norman/Cleveland County Continuum of Care is the designated community based planning process for Cleveland County and includes a wide number of representatives, including service providers. The City of Norman is the lead agency responsible for completing and submitting an annual application for CoC Program funding on behalf of Cleveland County. In addition to competing for annual funding to support transitional housing, permanent supportive housing, and rapid re-housing efforts in community, the CoC also implements HUD regulations and guidelines such as outreach, intake and assessment, emergency shelter and safe alternatives to living on the street, transitional housing with supportive services to assist people in obtaining skills for permanent housing, and permanent and permanent supportive housing. Additionally, the OK 504 CoC Executive Committee serves as the HUD-designated primary decision making group and oversight committee of the Cleveland County area.

Recently, the need for a committee to focus on developing a plan and strategies for addressing homelessness has been expressed. In response to this, Resolution R-1920-52 would create the Committee to Address Homelessness. The Mayor's proposed appointments include Councilmembers, staff members who support the CoC efforts, a lead CIT police officer and the chair and vice-chair of the Executive Committee.
