BACKGROUND: During the Fiscal Year Ending 2014 budget process, funding was approved in the Parks Maintenance Division for contractual maintenance of the medians at Hwy 77 South, Main Street, and Highway 77 North (Hollywood Corners). The sites chosen for contractual maintenance are gateways into Norman and as such are very visible sites requiring high levels of maintenance.
Request for Proposal Number No. RFP-1314-22 included three medians at Hwy 77 South at its intersection with Hwy 9; six medians on Main Street between Thompson Drive and 24th Avenue N.W., two medians on Main Street between Ed Noble Parkway and 36th Avenue N.W. and three medians at the intersection of North Porter Avenue and Franklin Road also known as Hollywood Corners. Included in the proposed maintenance is mowing, trimming, edging of all hard surfaces and cleanup for an estimated 32 weeks a year.
DISCUSSION: On August 23 and 30, 2013 RFP-1314-22 was advertised in the Norman Transcript. The specifications were also distributed to nine landscape companies, six of whom are located in Norman. Of those receiving the request for proposals, three companies responded with completed bids.
Price is a "cost per mowing occurrence". Proposals received were as follows:
