BACKGROUND: In the early morning hours of November 27, 2017, the City experienced a fire at the main Griffin Park maintenance building. The Norman Fire Department was called and they extinguished the fire quickly. The fire did extensive damage to the facility as well as destroying most of the contents within the building.

The City buys insurance to cover building and contents losses; the current carrier being FM Global. A claim has been filed with FM Global and staff is working through the process to determine a final recovery amount. However, the policy does include a $100,000 deductible.

The Parks Department would like to go ahead and start repairing the facility so it will be ready to support spring 2018 sporting events. Once the final amount of insurance recovery is determined, staff will return to City Council with an item to receive these funds and appropriate an amount to purchase contents items that were damaged or destroyed during the fire.

The item before Council tonight asks Council to consider awarding a bid to move forward with repair of the facilities.

DISCUSSION: The City advertised Bid 1718-37 to repair the building on December 15th and December 18th, 2017 within the Norman Transcript pursuant to the competitive bidding procedures set forth in Section 8-205 of the City Code. Three bidders toured the facility on December 19th, 2017. Two bids were received on December 28th, 2017, namely Rock General Contractors, LLC and Phoenix Construction Services ("Phoenix").
