CONSIDERATION OF ACCEPTANCE OF REQUEST FOR PROPOSAL NO. RFP-1213-30 FROM EZ GO TEXTRON TO PURCHASE TWENTY-ONE (21) GOLF CARS FOR WESTWOOD GOLF COURSE FOR A TOTAL COST OF $42,450.
ACTION NEEDED: Acting as the Norman Municipal Authority, motion to accept or reject Request for Proposal No. RFP-1213-30 from EZ Go Textron to provide twenty-one (21) golf cars for Westwood Golf Course; and, if accepted, authorize the purchase in the amount of $76,750 less trade-in of nineteen (19) golf cars for a total cost of $42,450.

BACKGROUND: During the Fiscal Year Ending 2013 budget process, City Council approved the purchase of 21 golf cars for the Westwood Golf Course. This represents approximately one-third of our cart fleet. An annual replacement allows us to maintain a fleet of rental golf cars no older than three years, minimizing maintenance cost and providing a quality rental vehicle for golf course patrons.
These golf cars are a major source of revenue for the Westwood Golf operation; golf car revenue for FYE 2012 was $301,510.
DISCUSSION: Request for Proposal RFP-1213-30 for the purchase of 21 golf cars was advertised in the Norman Transcript on August 17th and August 24th, 2012. The specifications for the purchase of the golf cars were distributed to three electric golf car vendors, one of whom responded with a complete proposal.
The proposal received was from EZ GO Textron, is in the amount of $38,850 including trade-ins. This is an average cost of $1,850 per car. In contrast, the FYE 2012 average cost per car was of $2,293.09.
The budget for the FYE 2013 golf car purchase is $57,000. The total proposed cost is $38,850 with the trade-ins and includes the free use of a beverage car from April through October 2013.
