FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT NO. K-1213-53 BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CENTRAL CONTRACTING SERVICES, INC., FOR THE PHASE II WATER TREATMENT PLANT EXPANSION PROJECT.

BACKGROUND: On May 22, 2012, the Norman Utilities Authority (NUA) approved Contract K-1112-124 with Carollo Engineers (Carollo) to perform the initial design for Phase II of the water treatment plant. As a part of this design, sanitary sewer facilities were to be included within the Phase II design. After the 50+ year old current septic tank and lateral line system began to fail and sewage surfaced, Carollo was asked to expedite a design that would coordinate with the Phase II project. With a new development located across the street, the plant was able to connect to the city collection system via a pump station, gravity lines, and approximately 1,100 lineal feet of force main.
DISCUSSION: On February 26, 2013, the Norman Utilities Authority approved Contract No. K-1213-53 with Central Contracting Services, Inc. for the Phase II Water Treatment Plant Expansion Project and the project was completed in May 2014 in the amount of $198,150. A separate electrician was hired by city staff to complete installation. The station has been in operation for more than 2 months and staff is satisfied with the project. Staff retained 1% of the contract amount until the project becomes accepted by the NUA.
Therefore, staff recommends final acceptance of the Phase II Sanitary Sewer Improvements for Norman Water Treatment Plant, Contract K-1213-53 with Central Contracting Services, Inc. Staff recommends final payment in the amount of $1,981.50.
Funds in the amount of $1,981.50 are remaining in Construction (account 031-9939-462.61-01; project WA0291) and are encumbered to Central Contracting Services, Inc.
