CONSIDERATION OF GRANTING EASEMENT E-1516-17 TO OKLAHOMA ELECTRIC COOPERATIVE TO ALLOW CONSTRUCTION, OPERATION, AND MAINTENANCE OF TRANSMISSION LINES IN CONJUNCTION WITH THE PHASE 2 WATER RECLAMATION FACILITY IMPROVEMENTS.

BACKGROUND: On April 22, 2014, the Norman Utilities Authority (NUA) approved Contract K-1314-136 with Archer Western Construction, LLC (Archer Western) in the amount of $48,822,550 for construction of the Phase 2 Water Reclamation Facility (WRF) Improvements. The work began June 2, 2014 and the project is expected to be complete in late 2016. The Ultraviolet (UV) Disinfection facilities are required to be complete by January 1, 2016.
Discussion: As a part of the improvements, Oklahoma Electric Cooperative (OEC) will provide a new transformer (#7) at no charge to the City to serve the new UV/Blower Building located south of Bratcher-Minor Road. OEC will extend its existing service from Jenkins Avenue along the south side of Bratcher-Minor Road to the new transformer which will allow the UV Disinfection Facility to begin operations.
As depicted on Exhibit A, OEC will install about 500 feet of transmission lines overhead on power poles, within a 30-foot wide easement, to just east of the creek where OEC will then install new underground power to the facility within a 12-foot wide easement. The installation is ongoing and approval of this item will provide a permanent easement to OEC for these transmission lines.
Recommendation: Staff recommends the City of Norman grant Permanent Easement E-1516-17 to Oklahoma Electric Cooperative for construction, operation and maintenance of the electrical components for transmission and distribution of electrical current and communication messages.
