BACKGROUND: On May 22, 2012 City Council authorized the submittal of an Emergency Solutions Grant for East Main Place, Inc. As noted in the previous agenda item, the Oklahoma Department of Commerce (ODOC) awarded a $100,000 grant to the City of Norman for East Main Place, Inc. to be used for costs of operation, homeless prevention, and rapid re-housing activities. Contract K-1213-142 between the City of Norman and East Main Place, Inc. formalizes that funding pass through.
DISCUSSION: Each application for funding was required to show a dollar-for-dollar match equivalent to funding. East Main Place, Inc. will be matching the Emergency Solutions Grant funding with $80,000 in operations of the emergency shelter and $20,000 in essential services related to the emergency shelter. The required match funds are from the operating budget of East Main Place and expenditures will be documented as they occur. If approved, funding will be available to initiate the activities outlined in the application.
RECOMMENDATION: Staff recommends approval of contract K-1213-142 between the City of Norman and East Main Place, Inc. for the Emergency Solutions Grant in the amount of $100,000.
