BACKGROUND: Demolition and clearing of the structures at 1 West Gray Street was a project funded in the FYE 2014 Capital Improvement Program Budget. The site of approximately 8,700 square feet has been owned and used by the City since the early twentieth century. It is sited between the railroad right-of-way and James Garner Blvd. on the north side of Gray Street. [Site plans attached] The original structures on the site were the City's water works. The existing structure, built in 1923, has been used for a variety of purposes [most recently for property custody for the Police Department], but the building has friable asbestos in a number of locations, and has deteriorated to the point that it is no longer usable. All property custody evidence in the building was moved to the new Norman Investigations Center in April and May, allowing the City to proceed with demolition.

Although long-term plans are to eventually straighten out James Garner Boulevard across Gray Street, that project has not been included in the five-year Capital Improvements Plan because so many other projects hold a higher priority. Sod will be applied to the site following demolition and clearing of the building and paving to the south of the building. The parking lot to the north will remain as is.

DISCUSSION: Bid documents were advertised according to State Law on July 24 and July 31, 2014. Two (2) contractors received the bid documents and attended the mandatory pre-bid meeting; and two (2) bids were received on August 14, 2014. The low bidder, in the amount of $32,472, is M & M Wrecking, Inc. of Blanchard. M & M Wrecking, Inc. has successfully performed demolition and clearing work for the City of Norman on...
