BACKGROUND: This item is a Norman Rural Certificate of Survey No. COS-1213-6 located at the northeast corner of the intersection of East Franklin Road and 175th Avenue N.E. (Private Road). The property is currently located in the A-2, Rural Agricultural District.
 
DISCUSSION: Tract 1 consists of 9.78 acres and Tract 2 consists of 9.78 acres. There are a total of two tracts encompassing 19.5 acres in this certificate of survey. The surveyor is requesting a variance in minimum acreage requirements of ten (10) acres based on the fact this is a short section.  This certificate of survey, if approved, will allow the construction of one single family home on each tract. There is an existing structure on Tract 1.
 
Private water and sanitary sewer systems will be installed in accordance with the Oklahoma Department of Environmental Quality standards for Tract 2. Fire protection will be provided by the City of Norman pumper/tanker trucks.
 
Roadway Easement No. E-1213-76 for East Franklin Road is included with the certificate of survey documentation.
 
One-hundred seventy-fifth Avenue N.E. (175th Avenue N.E.) is an existing private road serving Tract 2 and additional properties to the north of this property not under this ownership.
 
RECOMMENDATION: Based upon the above information, staff recommends approval of Norman Rural Certificate of Survey No. COS-1213-6 for Brucker Farms, with a variance to the minimum acreage requirements for Tracts 1 and 2, and, if approved, accept Easement No. E-1213-76 and direct the filing thereof with the Cleveland County Clerk.
