CONTRACT K-1617-98: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND ATKINS NORTH AMERICA, INC., IN THE AMOUNT OF $112,900 TO PROVIDE ENGINEERING AND DESIGN SERVICES FOR THE 2016 BOND ROAD RECONSTRUCTION PROJECT, PICKARD AVENUE FROM KANSAS STREET TO ACRES STREET AND BUDGET TRANSFER BETWEEN PROJECT ACCOUNTS.

BACKGROUND: In the Norman General Obligation Bond Election of 2016, voters approved a 5-year, 4-phase program of Street Maintenance on neighborhood streets. The four Categories include (1) Urban Asphalt Streets Rehabilitation; (2) Urban Concrete Streets Rehabilitation; (3) Urban Roads Reconstruction; and (4) Rural Road Reconstruction. Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City's current Pavement Management System. The following is the list of urban road reconstruction projects included in the 2016 GOB Election:

1. Lahoma Street - Gray Street to Nebraska Street;
2. Lahoma Street - Nebraska Street to Hughbert Street;
3. Walnut Road - South 2700 Block to Imhoff Road;
4. McCall Drive - Chautauqua Avenue to Pickard Avenue;
5. Pickard Avenue - Kansas Street to Acres Street

Three projects, 1, 2, and 5, in the Road Reconstruction category, will require outside engineering design services due to the complexity of the reconstruction improvements.

DISCUSSION: Pickard Avenue from Kansas Street to Acres Street is located in the central part of Norman (see Figure 3). The area around the project is established residential housing. The current roadway is constructed of concrete pavement with no curb and gutter. The storm water drains through ditches on either side of the roadway. The City's goal is to provide residents with a new driving surface with curb and gutter and an improved drainage system.
