CHANGE ORDER NO. ONE TO CONTRACT K-1415-26: BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND PM CONSTRUCTION & REHAB, L.L.C., DECREASING THE CONTRACT AMOUNT BY $308,656.08 TO A REVISED CONTRACT PRICE OF $2,268,397.12 FOR THE SEWER MAINTENANCE PROJECT FYE 2012 AND FINAL ACCEPTANCE OF THE PROJECT.

BACKGROUND: In 2001, the citizens of Norman approved a five dollar per month sewer maintenance fee to provide for the systematic replacement of aged and deteriorated sewer lines throughout our wastewater collection system. On October 14, 2014, the Norman Utilities Authority (NUA) approved Contract K-1415-26 for Sewer Maintenance Project FYE 2012 (SMP12) with PM Construction & Rehab, of Pasadena, TX (PM) to replace sewer lines and manholes. The Notice to Proceed was issued December 3, 2014, and Construction began March 9, 2015.
DISCUSSION: All work was complete September 23, 2015, and the contract is now satisfied. Proposed Final Change Order Number 1 (CO1) is the reconciliation of bid quantities to final quantities, Attachment 1 to CO1 The net change is a decrease of $308,656.08 from $2,577,053.20 to $2,268,397.12, or about 12%. Most of the reduction is deletion from the contract of several lines that could not be rehabilitated using the pipe-bursting technique. Staff will shortly advertise for bids to rehabilitate these lines using another technique. The major cost differences include:
* Open Trench Pipe Replacement: Bid Items 4, 5 and 6 resulted in a net decrease of 727 feet of pipe with a cost decrease of $65,950;
* Pipe Bursting Quantities: Bid Items 7 through 13 resulted in a net decrease of 4,442 feet of pipe with a cost decrease of $149,140;
* Manhole Repairs/Replacement: 22 additional manholes were rehabilitated while 25 manholes were not replaced resulting in a net decrease of $37,500 under Bid Items 14, 15 and 16; and
