EASEMENT NO. E-1213-13: CONSIDERATION OF GRANTING A RIGHT-OF-WAY EASEMENT TO OKLAHOMA NATURAL GAS COMPANY, A DIVISION OF ONEOK, INC., TO ALLOW INSTALLATION OF A GAS LINE IN REAVES PARK.

Body
BACKGROUND: On February 22, 2011, City Council granted Easement No. E-1011-47, easement and right of way, to Oklahoma Natural Gas Co. in Reaves Park. The easement, 15 foot wide and 697 feet long, begins at the intersection of Constitution and Jenkins and runs north parallel to Jenkins before it crosses under Jenkins onto University of Oklahoma property south of Wadsack Dr. The purpose of granting the easement and right of way was for the installation of a larger natural gas line which would better serve the University campus adjacent to the park.

In October, 2012, the Parks and Recreation Department was approached by ONG for updating the easement in Reaves Park. The purpose of the easement is for the installation of a new natural gas service line which will replace an older existing line in the easement. The new service line will be installed within Easement No. E-1011-47. The gas line will then extend north continuing through the park along Jenkins to the intersection of Jenkins and Timberdell. This section of the easement running north from Constitution to Timberdell is approximately 2,403 feet long and 10 feet wide. The easement will then turn and run east along the north edge of Reaves Park for approximately 2,559 feet by 10 feet wide, where it will then cross onto the Jimmy Austin Golf Course property.

DISCUSSION: ONG has prepared the necessary documentation and Right of Way. Park planning and Public Works staff have reviewed the easement and determined that the granting of this easement will not interfere with any current or planned future development of the park or adjacent streets. Reaves Park is an 80-acre site with multiple activities offered to the community, including baseball fields, softball fields, shelters, picnic area, large playg...
