CONTRACT K-1415-78: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND MACARTHUR ASSOCIATED CONSULTANTS, L.L.C., IN AN AMOUNT NOT-TO-EXCEED $132,500 TO PROVIDE ENGINEERING AND DESIGN SERVICES FOR THE DAKOTA/IOWA STREET IMPROVEMENT PROJECT FROM BERRY ROAD TO UNIVERSITY BOULEVARD.

BACKGROUND: In the Norman General Obligation Bond Election of March 2, 2010, voters approved a 5-year, 4-phase program of Street Maintenance on neighborhood streets. The four phases include (1) Urban Asphalt Streets, (2) Urban Concrete Streets, (3) Rural Roads and (4) Road Reconstruction. Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City's current Pavement Management System. The following summarizes the status of the projects included in the 2010 GOB Election:
Street Maintenance Year 1 (FYE 2011) - All projects are 100% complete
Street Maintenance Year 2 (FYE 2012) - All projects are 100% complete
Street Maintenance Year 3 (FYE 2013)
Urban Asphalt Streets - 100% complete
Urban Concrete Streets - 100% complete
Rural Road - 75% complete
Road Reconstruction - Under Contract
Street Maintenance Year 4 (FYE 2014)
Urban Asphalt Streets - 100% complete
Urban Concrete Streets - 100% complete
Rural Roads - 75% complete
Road Reconstruction - Pending Design
Street Maintenance Year 5 (FYE 2015)

Urban Concrete Streets - 50% complete

The final two projects in the "Road Reconstruction" category will require outside engineering design services due to the complexity of the storm water improvements. Those two projects involve nine (9) residential blocks of total road reconstruction on Dakota Street and Iowa Street.
